Property Taxes after 62 in St. Louis County

In recent years, a new program has been introduced in St. Louis County aimed at helping limit future increases for homeowners aged 62 and older. While often referred to as a "tax freeze", the reality is a bit more nuanced. It's never too late to save wherever you can. Here's what you need to know to plan ahead.
The state of Missouri passed the Senior Tax Freeze in 2023, and St. Louis County implemented it in 2024. Real-world implications reached St. Louis County residents age 62 and older in 2025, and will continue to do so going forward. Per St. Louis County's website, the Senior Tax Freeze is a program "that freezes certain real property taxes for eligible seniors. The program does NOT include personal property." It goes on to explain that, "Qualifying senior taxpayers will be relieved of the obligation to pay the increase in the actual tax amount of general operating taxes (ONLY) that might have increased in the current tax year from the base tax year amount." It also states that, "Actual tax amounts will be dependent upon: 1.) any individual assessment increase or decrease of the subject property, and 2.) any tax rate increase or decrease where the property is located." In plain English, this program was designed to help limit property tax increases, not to eliminate them entirely.
An example of how this program works is as follows:
Say you are a St. Louis County resident aged 62 or older, you own a home worth $500,000, and you apply for the Senior Tax Freeze program in 2026 and get approved. Let's say your 2026 property bill is $5,000. That 2026 amount of $5,000 becomes your "base year" amount, and the freeze is set. In 2027, the value of your home increases. Instead of receiving a $5,800 tax bill, St. Louis County will recalculate your bill based on the freeze, bringing it closer to $5,300! This continues each year as long as you own the home.
